There are only about 10 missions in about 90 that are creative, but some of these 10 aren't even that much fun, in my opinion. Rockstar focused on the story but why are the missions so uninspired and lack creativity?
My opinion is GTA 4 missions are not as varied as previous GTA's and therefore are less fun to play.
